Time adjustment forbidden by system

I've search the forum and Internet for this one but haven't found the solution.

When I try to update the computer time... whether with Dimension4, NTP Time Server Monitor or Atomic Clock Correction program or in using the computer's built in Internet date and time change function... a popup-up stating "Error binding socket to address and port" in Windows-7 and "An attempt was made to access a socket in a way forbidden by it's access permissions" in Dimension4 v5, appears and I am blocked. I've attached those two error msgs.

I am using Windows-7, SP1 which is current with all updates and have updated the BIOS as well in my search for a fix. I have tried changing the time after uninstalling and/or exiting out of all anti-virus, anti-spyware and firewall applications. I am logged into Win-7 as Administrator. It's as if there was a Win-7 Update some-when in the past that killed this function since it was working last summer on this computer.

Has anyone had this issue and found any working solutions?

Thanks... 73,
