Signals in the middle of the sea?

Left my system on receive for the last twenty four hours and have a couple of interesting signals, 47DIO which is just north of the antarctic and B71WM in the China Sea. I've searched for both on the site but can't find any mention. Can anyone shed any light on these, please?
